Astana, Kazakhstan (Tourism Reporter) โ€” Israel and Kazakhstan have taken a significant step toward easing cross-border travel, signing a memorandum of intent on visa-free regimes for holders of national passports during high-level talks in Astana on January 27, 2026. The agreement, hailed as a catalyst for tourism growth, removes visa requirements for short-term tourist visits, potentially unlocking new flows of visitors between the two countries and bolstering economic ties amid Kazakhstan’s push to diversify its international partnerships.

The memorandum was inked by Israeli Foreign Minister Gideon Saโ€™ar and Kazakh Foreign Minister Yermek Kosherbayev following bilateral discussions that also covered trade, investment, innovation, and humanitarian cooperation. While the pact focuses on tourism facilitation, it forms part of a broader package of agreements, including collaborations in public diplomacy and diplomatic personnel training. Officials emphasized that the visa waiver โ€” allowing stays of up to 30 days for tourism purposes โ€” builds on prior discussions dating back to 2024, when Kazakhstan ratified a similar framework that awaited Israeli approval.

“This visit reflects our desire to further strengthen these relations in order to realise their full potential,” Saโ€™ar stated at a joint press conference, underscoring the agreement’s role in enhancing people-to-people connections. Kosherbayev echoed the sentiment, noting the pact’s potential to “simplify contacts between the citizens of the two countries” and expand opportunities in tourism and beyond.

For Kazakhstan, a vast Central Asian nation renowned for its steppes, modern cities like Astana and Almaty, and cultural sites such as the Mausoleum of Khoja Ahmed Yasawi, the visa-free access to Israel could attract Israeli tourists seeking adventure, history, and wellness experiences. Kazakhstan’s tourism sector has been on an upswing, with over 8 million international arrivals in 2025, and experts predict the deal could add thousands of Israeli visitors annually, drawn to affordable flights, visa simplicity, and shared interests in technology and innovation hubs.

Conversely, Israel โ€” home to iconic destinations like Jerusalem’s Old City, the Dead Sea, Tel Aviv’s beaches, and tech-savvy attractions โ€” stands to benefit from Kazakh travelers exploring its religious, historical, and culinary offerings. With Israel’s tourism rebounding to pre-pandemic levels (over 4 million visitors in 2025), the agreement aligns with efforts to tap into emerging markets in Central Asia, where direct flights between Tel Aviv and Astana/Almaty already exist via carriers like El Al and Air Astana.

The economic ripple effects are expected to be substantial. Bilateral trade between Israel and Kazakhstan reached approximately $162 million from January to November 2025, with Israeli investments in Kazakhstan nearing $500 million over the past two decades. Tourism officials anticipate the visa waiver will amplify this, creating jobs in hospitality, guiding services, and related sectors while fostering cultural exchanges. “The agreement marks another step in Kazakhstanโ€™s recent efforts to deepen relations with Israel,” noted analysts, pointing to accompanying business delegations that included over 30 Israeli representatives.

While the memorandum is a precursor to a full visa-free agreement โ€” requiring ratification and implementation details โ€” it signals mutual commitment amid global tourism recovery. Kazakhstan already maintains visa-free policies with over 80 countries, including several in Europe and Asia, while Israel offers waivers to citizens of about 100 nations under its reciprocal arrangements.
